Problem Security questions in SF and Upserting Passwords in SF using User API

HI everyone,

We have a scenario in SuccessFactors.(SF)

We have setup Security questions for users who are logging in for first time in SF. When a user is logging in for first time, there would be a pop up with these questions.

Set up is working fine in general but not working in a specific case.

We have an integration running in SCPI which is setting up passwords and upsetting them to SF using User ODATA API.

When these users are logging in for first time in SF, they are not getting this pop up with Security question.

Has anyone faced this before ? Do we need to enable any permissions ?
