Position Org Chart for New Managers

We have an employee who doesn't have any direct reports. We have created a new position under him to make him a new manager. He tired to access Position Org Chart to create a job requisition, but he is not able to view the Position Org Chart option in the company info. As per the RBP the Position Org Chart is provisioned only for the managers. As there are no direct reports for this new manager, he is not permissioned to Position Org Chart.

My question here is, is there a way to give access to Position Org Chart to managers who do not have direct reports but have a vacant positions under?

Long story short: No.
The problem is that the system recognises someone in the default manager role at the moment at least 1 user in the User Data File is listed as manager. When you don't have direct reports (yet), the system won't know you're a manager and therefore will not permit the activities you mention here with your current setup.

In principle you could add a separate role + permissions for such cases to ensure they can, but that will be a bit difficult to maintain (at best maybe with some sort of manager indicator in job info + setting that in a DG filter), but as you may tell that requires quite the maintenance.
