Plateau Report Designer - Localized labels

Hi

I'm new to PRD and following the setup tutorial here:

I am try to use localized labels, but I'm running into trouble. I have follow the instructions and imported the labels file from Learning Administration, renamed it to 'ApplicationResources.properties' and moved it to the directory 'Plateau Report Designer' > 'workspace'. Yet the 'browse...' button stays grey to select a localized label.

Can someone point out to me what I am doing wrong? Thank you!
