Performance form rating calculation issue

Currently we use just 1 manual rating on our performance forms and we want to change it to be 50% for Section Goals and 50% for section Competencies. I can't figure out if this is even possible.  I want the manager to have a manual rating in the Goal Section and the manager to have a manual rating in the Competency section. These sections will be weighted 50% and 50% of the overall rating.

For example:

Manual Goal Rating section of 3

Manual Competency Rating section of 4

Overall calculated rating of 50% and 50% will be a 3.5

Everything I see does all calculated ratings within the sections, not a manual rating within the section to be calculated in the overall performance form
