Parameter for taken balances value in rules SF..?

Hi all,

I want to write a Period End Processing rule,

Scenario like.. An employee entitled 30 accrual leaves, 15 is compulsory.. so if an employee takes more than 15 leaves then VALUE(30 - taken leaves = some 'x' value) should be carry forward to next year.. If an employee take less than 15 leaves then VALUE (30 -15 = x value ) total leaves should be carry forward to next year .. I would like know the rule (or) Parameter to calculate the taken leaves in rules
