We are trying to set up Time Account Payout. So far it is working except that the One-Time Payment is not generating.
If I go directly to the One-Time Payment and try to create it manually, I am not seeing my Pay Component in the drop down list. So, I am thinking that maybe I am missing some config for the Pay Component.
Does anyone have suggestions on what I might be missing? The only thing that I found was that Recurring needed to be set to No, which it is for this pay component.
I also reviewed this blog but am not seeing any steps that I have missed.

One thing that springs to mind is that pay components are individually permissioned in SF. You might be missing this permission.

I can see in the Pay Component configuration that you have attached here,
The field 'Display on Self Service' is set 'No'. So when this field is set to 'No' then the Pay Component will not appear in drop down even if you have enabled RBP.
So set this field to 'Yes' and try again, it will work.
