Not able to edit Onetime deduction portlet

Hi All,

I have enabled the One-time deduction portlet, but I am not able to maintain data in People Profile. I see the Pencil icon showing, but it's only in View mode. I am neither able to create a new record nor edit it.

I have provided the necessary permissions, but I am not able to make changes. I could just update in Manage data and not from People Profile.
