Is it possible to add a free form text field to the Non-Recurring Payment portlet?
You might try asking in the Employee Central community rather than Compensation. They might know.

As far as I know it is not possible. The only things that can be displayed in the One Time Payment portlet are the columns of the non-recurring paycomponents.
