Yes, with the 2H 2024 release you will be able to turn off the ability for users to switch back to the old learning homepage. This will be controlled by the setting contained within Learning Administration > Application Administration > Integrated Learning Experience > Integrated Learning Settings. Once the 2H 2024 release goes into your system, selecting "Hidden" for the New Learning Experience default setting will ensure that users don't have the option to toggle back to the old experience.
