New Hire Business Rule not Triggered

Hello Dears,

My New Hire work flow not triggered , first i create the workflow and context is (target) in my approval steps. second i create the rule and the base object is Employee Information model ( in If (Employee Information Model.Job Information.Event Reason.Value is equal to Value New Hire (HIRNEW)), in then (Set Employee Information Model.Job Information.wfConfig.Value to be equal to Value New Hire(NewHire)) .
Then i triggered the rule in BCUI in jobInfo as onSave and i put the rule to be the first in the list of rules, when i add new employee it didn't triggered the workflow.

Please advice me to solve this problem.

You may want to TRACE the Rule to double check if values are met to trigger- if they do, then
