Hi
We have new employees who have been added to the system and they are automatically made inactive.
I have asked this question before and the solution from rahul_pal worked.
New Employee Inactive Profile but Job Information is Active | SAP Community
However, this problem has occurred again but this time exporting employee data, changing the status from inactive to active then importing has not worked.
The users are not visible in the 'Rehire Inactive Employee menu.
Unsure how to progress from here.
Any advice would be greatly appriciated.

I have found a resolution.
There seems to be a scenario where the user's profile is both active and inactive at the same time.
Symptoms:
Users profile says Inactive under the name but says active on the Job Information.
User is not searchable in the search bar.
User will show up on reports
If you download an employee export and change the statue of the user from inactive to active and import the change, it will not change the user from active to Inactive.
Resolution:
Purge the user from the system and start again.
First fully terminate the users via 'Take Actions', then soft purge (KBA 2088065) the user via the Data Retention Managers. Once done hard purge (KBA 2392076) the user via the CSV import.

What does your employee status picklist look like? Due to a double status (non-unique ID) we once had every employee set to inactive daily due to that and the fix was changing the non-unique code.
Assuming there is in fact just 1 record, the user was activated via the import, but then made inactive again later and it would not be based on the employee status picklist having incorrect data), it would be worth while logging a ticket.
