I'm not sure why you have Testing and Prod SEN environments; it's generally unnecessary and just causes extra opportunities for problems. And you mean entirely separate environments or just different Workareas (which is even less necessary...). But OK.
Are you exporting/importing in Manager or Producer? In Manager, if you are importing a Resource it typically wants you to Start Editing that resource first. Producer is a little more forgiving and will start editing for you if it needs to. That's all I can think of - assuming you DO have edit permissions in both environments/workareas. Also check that the Forbid Active Content checkbox is the same in both.
