Missing manage permission groups and roles in SF EC Admin Center

Dear All,

I have assigned 2 accounts to the same permission groups. However one account (AcctA) can access manage permission groups and roles, the another cannot (AcctB) do so.

Anything missing or additional think I should update?

AcctA has been created and using for long time.

AcctB is just newly created via Basic Import and then assigned to the same Permission Groups.
