Manage Positions - add new matrix relationship type is disabled

Hello!

I am trying to add a new type of position matrix relationship (HRBP) but the add button is disabled. Tried by proxying as Super Admin as well. But no change in the access.

1. Able to add HRBP type job relationship at the employee level.

2. verified the perm roles --> Misc and edit / correct / Insert permissions are enabled.

3. Modified the 'Configure Object Definition --> Business Unit --> Security --> Permission Category to Miscellaneous Permissions'

But no change in the behavior. Unable to add new type of matrix relationship.

Any suggestions / inputs are highly appreciated.
