Manage Business Configuration is blank

You have now confirmed my guess, you have a system that is not fully configured at all for employee central. I think that also ties into your IAS issues (as I'm getting the hunch this is a relatively new tenant), because the filtering is probably not adjusted (so the sync won't work either then). You may want to get an implementation partner to get things setup or (assuming you have provisioning access), you could take actions SAP SuccessFactors Platform | SAP Help Portal .

could enabling Best Practices Solve this problem?

If you refer to the check box in provisioning, that is a prerequisite. After that is done you could technically run the best practice packs in the right sequence in upgrade center indeed. For IAS it won't do anything, that is a different set of actions.

so there is no other way to have hris elements in Manage business configuration other than using best practices? ( I have already enabled BP in Provisioning).

You can do it manually, if you have a relevant data model file - you can upload it in provisioning, or follow the sequence of best practice upgrades (note that in order to use these upgrades you need the provisioning checkbox checked, you may need to regrant yourself access some times and you may need to activate certain features) to get it filled.
