I was wondering why in Manage Business Configuration option I do not have any option ? Attaching screenshot... screenshot-5.png

You have now confirmed my guess, you have a system that is not fully configured at all for employee central. I think that also ties into your IAS issues (as I'm getting the hunch this is a relatively new tenant), because the filtering is probably not adjusted (so the sync won't work either then). You may want to get an implementation partner to get things setup or (assuming you have provisioning access), you could take actions SAP SuccessFactors Platform | SAP Help Portal .

You can do it manually, if you have a relevant data model file - you can upload it in provisioning, or follow the sequence of best practice upgrades (note that in order to use these upgrades you need the provisioning checkbox checked, you may need to regrant yourself access some times and you may need to activate certain features) to get it filled.
