If you go to Administration > Users and filter on Wrong Email does anything show up? What about exporting to Excel and running an autoformat that checks for non-valid characters in the email? If nothing, and you can't narrow it down yourself (e.g. too many users in the ext_LEARNER OU/role) open a ticket.
