Hi team,
one of our LMS admin has Timezone issues. he sees Everything displayed in UTC although it needs to be Greenwich Mean Time (Europe/London). Also his EC file seems to have him set on Europe/London(Greenwich Mean Time). He also seems to have it selected to display classes in his timezone under view preferences.SO why this issue with classes display in the catalog as 1 hour out for this user?
Any inputs here?

Where exactly is the admin seeing the classes in UTC? Is it within Learning Admin (Learning Activities > Classes) or when the admin makes a library search, at the LMS user side?

Please note that Course Home (which is universal since the 2H2023 release), disregards the settings "Always display Classes in this Time Zone" and "Default to User's Time Zone for display of Classes".
So, considering your class is set with the UTC timezone (at the class's record > Details tab > Class Time Zone), this is the class's local time. Hence, this is the time zone the class will be displayed to the users through a library search. However, this behavior changes when the class is considered by the system as virtual. That is, for virtual classes, the users will see the classes' schedule in their own time zones.
To make a class be considered as virtual, it's possible to set to 'Yes' the setting 'Show Virtual Class indicator to users', at the class's record > Details tab. With that, the class's header will show "Virtual Class: Yes" and at the Library, the users will see the class's schedule in their own time zone.
