LMS off-boarding process

Hi All,

May I know what is the better way to manage the users that are contractors in LMS system? These users are generally not part of HR system , meaning, their user ids are linked to their personal email accounts for them to complete their mandatory trainings. also finding their current employment status is difficult since they may work at site for a stipulated timeframe engaged by their sub contracting companies that may engage them at anytime as they wish with no real start or end date. This makes it so difficult for the site admins to make their user ids Inactive . Therefor it has licensing implications. has anyone faced similar issues and found a solution for this? Please advise
