LMS: How to have completion of one program trigger the next?

I would like to set up a group of programs each individual that lead into the next so for instance 'Level 1 Certification Program' that is followed by a 'Level 2 Certification Program'. Is there anyway to set this type of workflow up in the LMS so that the next one is not on their plan until they complete the first?

The only way I can think of doing this is to have the final item on the initial program be the rule of another assignment profile. The rule would be that when that final item on 'Level 1 Certification Program' is complete, then assign 'Level 2 Certification Program'
