One question we've received since going live with our system is why the Library View and the SAP Context View look so different? Is there a way to personalize the SAP Context View that is automatically populated when you open help from with in SAP? I've included screenshots below to show what I'm talking about. Thanks!

The idea of context.html integration with SAP GUI Help Menu is to provide a list of learning assets that are relevant for the transaction/screen, from where user has requested help. So, in your case I assume, user has clicked on Help -> Learning Content while being inside PA20 transaction.
Please notice a Home button on the top of the context.html screen next to the Search field. Normally, if you click it, it will show you the complete library view like on your first screenshot.
P.S. You can personalize context.html page manually by changing HTML code.
