Hi
We need to understand the best way to set up our compliance curricula based on the new plans so that they are A) staggered release, and B) suitable for both existing and new hire colleagues.
This needs to be done in a way that doesn’t unnecessarily reassign training content to colleagues who have already completed it.
Any advice on best way to go ahead with this.

Your criteria are not quite clear based on the above. Assuming your main concern is people getting assigned to stuff that they've done already, shouldn't the assignment profile just have a criteria for a certain completion status to meet the requirement?
