Learning Event Entity Template what value to place in the Contact Hours field if less than 10?

Hello,

I would like guidance on where to find the computation formula for contact hours (column L) less than 10. For example, when I populate the learning event template, it will accept 12 and 16 but not 2, 3, or 5. I have researched the SAP SuccessFactors Knowledge site but found only vague references. If someone could point me to the right spot for help, I would greatly appreciate it because this is not a field we normally use but my counterpart in China does.
