I'm wondering if there is a functionality in Enable Now that allows admin to track user metrics specific to success? Success in training and learning can be tracked easily in most LMS platforms through quizzes, surveys, login tracking/timing, etc. but I see no way to discover end-user metrics that can help inform level of success in learning within Enable Now.
I believe there is a way to search for some basic login/use details by individual user, but that's not useful when speaking of organizations with user numbering in the thousands.

Yes in Enable Now you can do this. You have the ability to do this from the manager reporting. However you do have to turn this on through the Adaptable Resources --> Playback Settings.
Tracking General would need to be set to send data to the Manger for you to collect this data.
In the manger there is a section on Reporting here is a list of what you have available

You can also create Courses and Assignments to get similar tracking like an LMS.
