Latest Goal Management - How to display HR Manager reports in the People Selector?

We have a business case where we have a Job Relationship = HR Manager, and we would like the people who are HR Managers to be able to view their reports in the People Selector in goals. Currently, only people with "Matrix Manager" have this visibility. Is there something we can do to solve this, or is it some limitation that HR Managers are not supported in People Selector in Goals?
