Late coming configuration in time management

Dear All,

My requirement is if a person comes after 1 hr to office then system will deduct 0.5 day leave.The leave quota gets deducted in priority of casual, sick leave and followed by earned leave quota.In case quota is zero at any given point of time, we need to deduct half day salary for employee.

I did configuration but the system is giving the information as "Absence quota 01 cannot be accrued by time evaluation".

I have attached 4 files as my configuration part.I have changed the rules and changed in the time evaluation schema too.But it is not working.Please go through it and suggest me what to do..
