As far as I know, any Course Type with the delivery method of Web-based Training (WBT) must have a content package attached to it. I literally cannot create a WBT Course Type unless there is content in the Repository to attach during the creation process.
If you have the same situation, then searching for all Course Types with delivery method WBT will give you the results you want.
