There are differences between the variable pay form and the data exported from the executive review. Decimals are not shown in the exported excel.
What does the CSV show when you view it in a text editor rather than Excel? It could be Excel that is surpressing the zeroes with the column formatting.

I notice your screenshot of the executive review is in Functional Currency mode. What are the values in Local Employee Currency mode?
