thinking of the Communication Center but within individual job reqs, like a notes section that can help Hiring Managers and Recruiters better stay aligned, instead of having to email each other back and forth

I have in the past configured a custom text area field at the top of the job req, permissions for only the recruiter/hiring manager to see so they can use this for notes if this is what you are trying to acheive?

Neeraj - appreciate your comment, but this has nothing to do with what I'm asking.. we have HM involved in job req creation process, and the automatic notifications are fine.
We need ad-hoc communication mechanism between recruiter and manager relevant to the job req.. its highly inefficient to keep using Outlook for these purposes
