Caused by compliance of GDPR, 1 SF instance have to split into 2 instances (1 is in EU, 1 is in SG),
we'd like to know is it possbile to share course cross the instances in SF LMS? then the courses can only be uploaded one time than to upload twice for each instance?

AnswerRequest clarification before answering.
No, an iContent account can only be shared within a Prod & non prod of a the same tenant. This is due to naming conventions that have to be put in place and specific to datacenters & other middleware. You should have separate iContent accounts for each set (prod & respective non-prod) of LMS instances.
