Is it possible to create a business rule for recurring payments that will trigger a workflow?

I need to create a rule that will trigger a workflow for recurring payments and if no scenario is catched raised an error message. 

I have already tried using cross-entity rules with spot bonus, compensation information and compensation models but with no luck.

Please help!

When you say "recurring payments" are you referring to recurring Pay Components? If so, we have created such a rule based on the Trigger Workflows scenario and the Compensation Information Model, as shown below:

However, the Trigger Workflows rule scenario does not allow raising a message--only Set statements.

Thanks Jay, yes i mean recurring pay components but not the ones in the "Compensation" portlet. I need them in the Recurring deduction portlet.
