Is it possible to add/link Continuous Performance Activities to a previous (active) Goal Plan?

Is it possible to add/link Continuous Performance Activities to a previous (active) Goal Plan? 

We don't have employee central, and it was recently found that the userID coming from our Core HRS was incorrect. We're now receiving the correct userID, but it has created a new record for the employee. I am trying to manually add last year's Continuous Performance Activities/Achievements to his new record, but it does not let me link to last year's Goal Plan. Is there a way for me to do this? 

(I want to link Activities/Achievements to goals in the FY23 Performance Goal Plan)
