Is it possible for SAP Companion to Show Whats New Banner without switching on?

Is it possible so that when a user access SAP S/4 HANA with Companion but its not set to Immediately on, that either the Whats New Banner or a Link tile set to show as announcement can show, or only possible once the iser has clicked the ? to switch on or the parameter is set to Immediately on?

Should work for link tiles with the announcement option turned ON if the readCatalogue parameter of the SAP Companion IS NOT set to false.
