We have CBTs created with a few content objects and we are finding some do not open, but only for some coworkers. Other coworkers at the same location and device can open the training without issue. This seems to be happening since using the new Adobe Captivate to create the trainings.
Request clarification before answering.

It sounds exactly the same as our issue. I would like to chat about this further with you. We did find that when the pop up window is blank and will not load the training, that a URL for a different training appears. SAP support was able to duplicate this and the engineering team is looking into it.
