Individual goal not getting updated in Variable pay if there is more than one history record

I am facing an issue where individual goals are not getting updated in variable pay when there is more than one history record.

The individual goals are coming for the latest history record only and are missing in the first record.

Please see below the configuration screenshot,

Can you look through XML maybe at changing that Update = false into true ?

Was it working before or it's never worked (= you are implementing it for the first time).

I tried updating it to true but still not getting the individual goals in variable pay form.

This is not a new implementation but there were significant enhancements made to last year's plan.

This is working for one case and not working for several cases. For one user individual goals are coming on both history assignments, for others its coming in only in one assignment.
