IAS SSO Activation in SuccessFactor

We’re setting up SSO configuration for SF via IAS. As part of upgrade all configuration steps are completed and need to move to the last part of upgrade activate Identity authentication service integration in SF Admin page however before activation it should give “TEST” button but in my case, it directly asking after clicking upgrade to confirm no “TEST” button

Per KBA 2791410 , it should give you Test option but in my case isn’t appearing.

The problem is if it doesn’t ask Test option then all my SF PWD based users won’t be able to login to the system which will make downtime for all users which I don’t want.

Has anyone experienced this kind of issue before? Will it ask you Test configuration before activation ?
