IAS is mandatory for customers with Microsoft Azure SSO login

I have a query for customer with Azure SSO login. If we can activate IAS for all customers including Azure SSO login

You will need to elaborate. IAS works very well with Microsoft Azure (Entra ID) as the Corporate Identity Provider. IAS is not mandatory for Azure, but IAS will be mandatory for all SF instances by June 2025 (info as of feb 2024)

yes you can activate Azure(Entra) SSO via SAP IAS as Corporate Identity provider.  When User logins to SAP Application which will be redirected to Azure login page.
