I've shared a story report to a manager but when the manager run the story report its blank

I shared the story report with the manager and then proxied as the manager to test. when i ran the report, only the manager's own profile was displayed - none of their direct reports were showing

Check Manager's RBPs. They need to have permissions in their role to see the data in the report. Once permissions are correct, they'll see the data

If you see some of the data but not Personal information of the employee it could be that the manager is missing  Manage User > Data Access: User
