Hello experts,
Please I have 10 administrators, each administrator should manage employees of his own company, should I create 10 roles for each administrator to define target population, or there is better solution?

Just create one role.
Create 10 different granted population assign each administrator on the group
Create 10 different target population as per your requirement.
now, on the role, create a new assignment by clicking "add role assignment", with the desired granted and population on it, here you can configure in such a way, that HRBP's from USA can only see the employees from the country USA or Employee's belongs to the company codes in USA.
Create assignment, on the define a target population section, select the radio button of "Filtered by" enable "permission group" here you will get the select the target population and then save.
