How to Manage Permission Group based on the Alternate Cost Center Attributes?

Let's say the employee is in two cost center1 and 2

the Manager's Role Based Permission should only see division 2, Is there a way to create a role to prevent this manager from seeing cost center 1 employees?

The existing possibility is to restrict based on the Cost Center, as it shows below.

The Alternative Cost Distribution is not an object available to restrict the target population like the above, so the option is really to use the regular Cost Center.
