How to implement Onboarding 2.0 without Employee Central?

Hi everyone,

Is it possible to implement Onboarding 2.0 without Employee Central?

I've read that "EC is no longer a prerequisite for Onboarding 2.0, but a miniature version of the EC system must be set up".

How can we make such a setup?
