I have created courses consist of book-pages, simulations and quiz. They are in English and included with English voice over through entire course. If I want to translate entire course to local language or any other languages including voice over as well. Is there any solution.

Thank you for your help. I have installed speech and language pack inside my PC. I restarted the application. In bookpage when I open text to speech window. When we click on configure text to speech services button, It will open a window then we should uncheck show only language specific voices. This will allow us too see all voices installed in out system in producer.

I'm assuming you are using text-to-speech? In this case, just translate all the content (which will include the Text-to-Speech text), and then run text-to-speech generation again, on the translated content in the new language. It's going to be a two-step process; there's no feature that will automatically re--generate the text-to-speech at the same time as translating the content, if that's what you're asking...

You can download the voice package in the windows by navigating to Speech Settings -> Manage Voices -> Add Voices. After installation, give a restart to your system and open the content and check for the voice.
The voices you install here may or may not reflect back to producer.
Look below screenshot where a French voice that I installed is reflected back to producer.
If not reflecting back to producer, you need to go for third party audio service like Google Text-To-Speech.
