Request clarification before answering.
The only 'default' elements are the Resources. These should sbsolutely be visible in Manager, but youll only see them in Producer if you select menu option Hiew > Workarea Details > Show Resources. The other things in the image you provide (Content and Toolbox) are often created by the implementation consiltant as part of initial set-up, but they don't come with SAP Enable Now out of the box.

Can you please walk me through the process of enabling the "Content and Toolbox" work area elements, assuming the user has the Administrator/Implementation Consultant role so that I can ask those specific users to assist me in enabling the desired work area elements.

There is no 'enabling'. They are just Groups/content objects that most people find useful (especially having a Toolbox that contains shared resources such as templates and media elements). What you show in your image (I'm not sure where you got that from) is just an example. Your implementation consultant should work with you to determine your needs, and then create the relevant structure/content. If you don't have an implementation consultant, just create what you need yourself.
