Hi Justin,
The first thing you must do is to install the Windows language packs with the voices, not all Windows voices support Text to Speech. Once you do that, you can then select the relevant voice in the dialogue box where you enter your text to speech text.
To find which voices will be available in Producer, search Windows for Speech Recognition. These are the only text to speech voices that will appear in Producer.
