I want to be able to blur out content on the screen instead of placing a color block over it. I can not figure out how to do it. I am a Master Author using Producer or Manager. The Bulk Changes - Anonymize Screen Area isn't blurring the content inside the box - only the shadow. I am not using the cloud version. Is this feature in a "recent" update?
Request clarification before answering.

if you use the "Anonymize Screen Area" for the screen you're working on then it will put the blur on the screen and also blur it in the simulation. Use this function when the screen is selected:

Or do that for more than one screen.

you are already on the right track - the anonymize screen area is the right way to go. There have actually been some improvements to this feature - you can now change the blur and the pixelation.
You can anonymize the screen area for each step individually now with a button directly underneath the screen when you select the screen.
