How can you create a Story Report that shows who has and doesn't have individual goals?

Hello,

I am fairly new to report story and after covering a lot of the community I am a little stuck on creating an effective report that would show readers the number of employees that have and don't have Goals. 

Looking over a lot of other posts I have tried to follow creating the below Query:

And then creating a Calculated Column in the Query:

However, I can see that in the data source it doesn't seem to be picking up the employees that have no objective and thus is only returning those that have a value/goal.

Can you advise maybe where I am going wrong?

We had similar issues when trying to use the advanced filter to drill down to the current plan year, I can't tell from your screenshot if you are filtering on this field or not. Once we removed that advanced filter and placed a simple filter on the Primary Objective table (named Primary Goal at my org)  for the plan year, we then saw the employees without any goals. 

One other thing we found in testing was that when starting with the Objective/Goal table we got similar results, only showing those who had goals created. We started with Personal Info, but I would think using the User Info as a starting point would work the same way.

The second option actually did the trick thank you! Still very surprised SAP hasn't really created some sort of template around this material yet.
