how can we create/ Add competencies in Learning

how can we create/ Add competencies in Learning or import it in learning. What is the best practice to have competency in LMS.

Please suggest end to end process.

Competencies must be imported into the LMS.  I believe they are in the performance platform and can be imported over to the LMS, once they are created there.  We have looked at these a few time but have not yet gotten them into the LMS. Hopefully someone with some experience can provide more details.
