there is multiple layers to your question to take into consideration :
layer 1 : does the 2 user accounts are active at the same time ?
if yes,
The only supported option to have 2 user account is to enable concurrent employment.
There is usually IAM / Payroll company policies that are preventing these option to be turn ON in order to keep their architecture simple. i will not run into details about it, but there is litterature about in SAP NOTES.
if no,
you need to inactivate & purge the employee with the highest last hire date (not something HR likes to do, but feasible) and rehire the oldest one with the information containing the highest hire date. These will allow to have the continuous career path of the employee without having to switch user.
layer 2 : does the 2 user works for the same company or work for separate companies ?
if yes,
you can't use concurrent employment, as it's designed for recording employment for separate companies
if no,
you can use concurrent employment
layer 3 : what is the frequency of you payroll cycle on both of these users ?
these trivial information will dictate how fast to conduct testing and change into prod.
If the users are based in US with 2 week payroll cycle, you will have to get a robust data migration plan in place to support the change in both test & prod.
If the users are based in EMEA with 1 month payroll cycle, it will give you a better lattitude to test and change in prod.
layer 4 : which username on third party systems is recorded for the 2 users ?
if the user is sharing his username on different third party system for authentication, you need to ensure after the change these authentication is still possible with the right account. Manual action on third party system may be required if they are not in sync with your active Directory or corporate LDAP system keeping track of the user information & roles & permission associated with it.

I dont think there is way to merge 2 different users into one single personnel ID but will wait for others to comment as well.
Only one possibility is to migrate the all the data from User and the then create new employment with existing ID. but this will have the impact on data to be migrated, if payrolls is executed it will be more complex to migrate.

This idea coming up while I'm trying to attached the national ID for one employee who has tow inactive users and the user ID's are different.
I'm looking to merge these profile so I can attached the national ID for both profile by importing option.
