How can i enable a user to view a Performance Assessment link from the Performance History portal?
Please note this user is not part of the PA process.
What are my alternatives or work-arounds?

In the following situations, the form title shows as a link to the users in Performance History portlet (scorecard portlet not trend portlet).
(1)The users created the form and has an En Route copy of the form.
(2)The users are involved in form route map and the form has reached their inbox.
Additionally, managers can be granted permission to view the form link separately in Admin Center > Processes and Forms > Form Drilling Visibility.
When the option "Managers can only drill to see forms after they have been in their inbox at least once" is enabled, the form link will be visible to the managers only when the form has reached their inbox.
When the option "Managers can drill to see all forms in their team at any point in the process" is enabled, the form link will always be visible to managers regardless of route map settings.
Users outside of the above scenarios are unable to access the form from the portlet.
