If you've had the following situation, how did you handle it in the system?
Hire employees through a third party in a country in which you don't have a legal entity yet. You need the employee to be in the system for reporting and other purposes, but you don't have that country configured since you don't have a legal entity.
Request clarification before answering.
I'd agree, either a dummy legal entity or under an existing legal entity and then for instance create a location/location group to indicate the employee is actually not working there (although that will impact business rules/RBP etc, but you at least have a criteria to filter/identify them). If you are hired somewhere, contractually there will often at least be some part of the company listed as 'the company', so there will likely at least be 1 legal entity that is the main 1 in that company/1 that internationally represents the company.
