Help required setting up Integration between Dev Goal and LMS (Assign Learning by Competency)

Hi there SAP expert community! Hope you're all well.

I have a question/query for which I hope you can provide me with valuable assistance. I am working as an LMS support on a project involving the implementation of Talent modules and LMS. The question i have is in regards to the standard integration that can exist between CDP (Goals) and Learning.

My understanding is as follows:

1) When you create a personal development goals, you can assign a competency to the said development goals.

2) When the development goal is created, you are then able to click on the three-dots and select 'Assign Learning' within the Goals module.

3) Upon clicking on 'Assign Learning' there appears a window with two tabs on it: 'By Competency' or 'Search Library'.

4) If an Item within the LMS has the same Competency (Attribute) associated with it that is also associated with the Development Goal, then the Item should appear in the window called 'By Competency'.

We have been given access to a Sales Demo where this works (as might be expected). However in the Dev instance I am working in, this integration isn't working. Also i have noticed that no items are appearing in 'Search Library' either.

I had raised a ticket with SAP on this and they mentioned something about Job Profile Builder migrating to Centre of Capabilities (in Provisioning) and then assigning/creating ratings scales before the APM 'Capabilities Synchronisation' is run in the Learning module. Unfortunately I am not familiar wtih this process so I was hoping if someone from the wider community can:

1) Provide me with a concise step-by-step guide on what I need to do to get this standard integration up-and-running

2) Point me to useful resources that expounds on further information on this.
